Rémi Bernon 0ef9ebde9f winmm: Fix int-to-pointer and pointer-to-int casts warnings. 
The stream pointer was used as the DWORD id, which is only going to
work on 32bit. It may very well be that winmm is only used in 32bit,
but then we still build a 64bit version of it.

Francois Gouget da238dc1d1 kernel32: Match the Windows 10 1709+ SetConsoleFont() implementation. 
That is return the same 'E_NOTIMPL' error code.
Remove the todo_wine-s but keep the tests in case we want to implement
the API for compatibility with old Windows versions.

Rémi Bernon 19c107335e user32/tests: Make the test_PeekMessage3 timer fire less often. 
On Windows it sometimes fires again before we get the expected WM_USER
message and/or before the end of the test where we don't expect any more
message. We cannot fire it only once because Wine doesn't pass the tests
yet and it would block otherwise, but fire it less often helps the test
to pass on Windows.

Paul Gofman a73a892f46 wined3d: Use software decompression for converting from compressed format. 
The motivation under this is not just supporting conversion between
compressed formats. Currently fallback CPU blitter cannot convert
from DXTn formats at all, this patch allows for that if software
decompression function is available.

Francois Gouget 31046449e6 kernel32: Match the Windows 10 1709+ GetConsoleFontInfo().

Micah N Gorrell e08eb410ee ole32: Obtain stream size regardless of current position. 
Use STREAM_SEEK_END when attempting to determine the size of a stream
that clipboard data has just been rendered into. This corrects an issue
with Office 2016 where the current position of the stream is 0 while
rendering a target of image/png.

Paul Gofman 4907f2626c kernel32: Output a message in GetVolumeInformationW() when device has no read access. 
A lot of applications fail to install from CDs or mounted ISO images when Wine does
not return correct volume label from GetVolumeInformation() repeatedly asking to
insert correct disk. Most of the time it happens because the block device is read only
for user (which is typical default behaviour) and FS info cannot be read.
It looks like the hint about what went wrong will simplify things in this common case.
