Reworked nonclient drawing code. Win31 look now works more like real

Win31, so apps like Delphi 1.0 no longer go into infinite recursion
etc. Fixed a couple of bugs in win95 look too, but not as thoroughly
(e.g. WS_EX_WINDOWEDGE is still not handled).
