Zhiyi Zhang b88f06fd34 d2d1: Shrink stroke width for d2d_transformed_geometry_StrokeContainsPoint().
So that stroke width won't be transformed. Fix PowerPoint 2016 text in TextBoxes can not be selected
properly.

Zhiyi Zhang 6556ed2058 d2d1: Use newer blend options in d2d_device_context_SetTarget() for bitmaps of D2D1_ALPHA_MODE_IGNORE.
When bitmap alpha mode is D2D1_ALPHA_MODE_IGNORE, D3D11_BLEND_ZERO is used for SrcBlendAlpha and
D3D11_BLEND_ONE for DestBlendAlpha on Win7. However, tests show that D3D11_BLEND_ONE is used for
SrcBlendAlpha and D3D11_BLEND_INV_SRC_ALPHA for DestBlendAlpha on Win8+. The patch changes
d2d_device_context_SetTarget() to use the Win8+ behaviour.

Fix PowerPoint 2016 slideshow artifacts.

Zebediah Figura a37b16e4af d3d11: Report support for ConstantBufferPartialUpdate.
Microsoft is not exactly clear what this means, but it seems likely it refers to
the ability to bind a range of a constant buffer [i.e. with
ID3D11DeviceContext::*SetConstantBuffers1()] rather than the whole buffer.

Rémi Bernon 6a7428a0fa mf/tests: Check the number of input samples to get a H264 stream change.
We check that we can at least push two input samples at a time, which
matches what Call of Duty Black Ops 3 is doing, as it is not checking
ProcessInput result most of the time.

Rémi Bernon 1ca51d33c2 windows.gaming.input: Implement IRawGameControllerStatics_get_RawGameControllers.
It is important to add RawGameController instances to the vector in the
initialization callback, because some games check the vector, as well
as the Gamepad class vector in the OnGameControllerAdded callback.

This also removes the OnGameControllerAdded failure case, to avoid
leaking controllers that were already added to the controller vector,
and instead rely on the OnGameControllerRemoved call to do the cleanup.
