Thomas Goyne 89d7e0a321 Allow framerate transform to/from variable without external timecodes loaded 
This is a potentially sensible operation (to convert from VFR to/from
the video's average FPS), so there's no reason to require that the input
and output timecodes be from different places.

Closes #1530.

Merge r4855-4894 from the new_build_system branch. This still has rough spots and some of the dependency relations haven't been expressed but it works, and it's much better than what we had before as it kills off automake, libtool, gettext (package not library), intltool usage.
