Fix the function pointer declarations so MSVC likes them.

CSIDL_PROFILES is not defined in the Windows SDK.
snprintf and strcasecmp don't exist on Windows. Replace them with
wnsprintfA and lstrcmpiA respectively.

- the default values should be localizable
