Re-enable SPI_{GET,SET}BORDER tests and fix the bugs that caused them

Add tests that show that the border value manipulated by

SPI_{GET,SET}NONCLIENTMETRICS.
Fix a few signed/unsigned warnings in unrelated tests from the same
source file.
Made the tests pass on wine.
