Matteo Bruni 3203f05668 Revert "ntdll: Implement NtYieldExecution() as usleep().". 
Rémi found a regression caused by that patch. His analysis suggests
that it's probably correct for NtYieldExecution() to map to
sched_yield().

Let's revert the patch and fix the issue in a slightly different way.

This reverts commit b1a79c6b9c.

Zebediah Figura 0e931fa5fd ntdll: Implement NtAlertThreadByThreadId and NtWaitForAlertByThreadId. 
These will be used to implement RtlWaitOnAddress() and other in-process
synchronization primitives, as they are on Windows.

These patches went through quite a few revisions in order to ensure that they
had sufficient performance and correctness compared to the current
implementation. I am particularly grateful to Etienne Juvigny and Dmitry
Skvortsov for performing extensive testing.

Zebediah Figura 8a34f089e0 wined3d: Parse ISG1, PSG1 and OSG1 signatures. 
These signatures extend the OSG5 format by a minimum precision hint, which gets
ignored for now but could be implemented using 16-bit floats in the future.

Fixes some shader parsing errors in Resident Evil 2.

Based on a vkd3d patch by Philip Rebohle.

Stefan Dösinger ad05f33d67 include: _InterlockedExchangePointer is an intrinsic on x86 in newer MSVC versions. 
msvc 2019 complains that _InterlockedCompareExchangePointer and
_InterlockedExchangePointer are intrinsics and cannot be defined
even when building for x86. If I read Microsoft's header right
that started with msvc 2016.
