Adding FAQ regarding default upload size limit (#187) 

Addressing #153

Should this be part of the FAQ or should it be under the 'running Mastodon' documentation tree?

#### What is the default image upload size limit and how can I change it?
The default limit is 8 megabytes, however this can be changed by editing the following line in `mastodon/app/models/media_attachment.rb`:
` validates_attachment_size :file, less_than: 8.megabytes`
Change the 8 to another integer to change the limit.
