(CFF_Decoder): Add `seac' boolean variable.

* src/cff/cffgload.c (cff_operator_seac,
cff_decoder_parse_charstrings), src/psaux/t1decode.c
(t1operator_seac, t1_decoder_parse_charstrings): Use it.
