[meson] Fix 'mmap' handling on Windows.
* meson.build (ft2_sources): Always use `windows/ftsystem.c` on Windows unless mmap has been disabled. https://gitlab.freedesktop.org/freetype/freetype/-/merge_requests/5#note_829289
