[cid] Fix scanning for `StartData' and `/sfnts' (#47892).
* src/cid/cidparse.c (STARTDATA, STARTDATA_LEN, SFNTS, SFNTS_LEN): New macros. (cid_parser_new): Fix and document algorithm.
