factor out includes from config.hpp into the files actually using it. primarily, printf family of functions, since C++11 version is used now. This removes the need for an snprintf-wrapper on windows ( #732 )

now that force-started torrents aren't affected by the auto-manager, they need to be explicitly kicked when entering checking state (it would be nice if all this could be done through set_state())
