[base] Add `FT_Get_Sfnt_LangTag' function.

* include/freetype/ftsnames.h (FT_SfntLangTag): New structure.
(FT_Get_Sfnt_LangTag): New declaration.

* src/base/ftsnames.c (FT_Get_Sfnt_LangTag): New funtion.

* docs/CHANGES: Updated.
