Subject: [PATCH 1/2] Revert "Removed ngircd as we've decided not to support it at this time"
This reverts commit 605b5d57171d2f0fac56ee2ee3e1b1bbdadeb24f and re-enables
the ngIRCd protocol module for Anope.
