- Listen-Sockets werden ueber neue Funktion Conn_InitListeners() erzeugt.

- neue Funktion NGIRCd_Reload().
- Logging bei empfangenen Signalen verbessert.
- SIGHUP ruft nun NGIRCd_Reload() auf.
