Initialize Conf_ScrubCTCP even when SYSLOG isn't #define'd 

The "SYSLOG" #define isn't related to "Conf_ScrubCTCP" at all, so
initialize the latter even when "SYSLOG" isn't #define'd.

Pointed out by wowaname on #ngircd, thanks!
