Instead return error when it is given an unormalized date. - Use better algorithms for RtlTimeToTimeFields and RtlTimeFieldsToTime. RtlTimeToTimeFields is about 3 times faster. - Add tests for RtlTimeFieldsToTime. - SystemTimeToFileTime must fail if RtlTimeFieldsToTime fails.
