nsiproxy: Add $(PROCSTAT_LIBS) to EXTRALIBS.

We try to use libprocstat on non-Linux platforms and detect its
presence in the configure phase. Make sure we actually link this
library in that case by adding $(PROCSTAT_LIBS) to EXTRALIBS.
