Allow fractions of WHEEL_DELTA to scroll fractions of SPI_GETWHEELSCROLLLINES,
although still only whole lines. Keep the remainder and apply it to next
event if in same direction.

Listview receives notifications not only from built-in header control,
but also from custom or subclassed application controls, there is no

we can do on an unknown input.
