GlobalReAlloc should return NULL if the requested size is 0, the block
is moveable and it is locked, but otherwise it should return the
original memory block.

RtlHeapReAllocate() should not allocate memory.
...
Add small test to make sure it doesn't return.
Don't import ntdll for tests, we need to load it dynamically.
