French(Canadian). All time formats follow conventions in Windows NT 4.0

Implemented GetCurrencyFormatA() API:
- GetCurrencyFormatA() calls GetNumberFormatA() to format the number
(as a positive one), then formats the number depending on
NegativeOrder/PositiveOrder fields.
- GetNumberFormatA() has been slightly modified.
