Ulrich Weigand ce8217734e Implementation of VERSION.DLL. Based on old misc/ver.c. 
- Accessing PE version info resources should work correctly now.
- Fixed memory leaks.
- Clean separation of 16- and 32-bit parts.
- Minor bugfixes.
