Renamed WIN_GetWndPtr into WIN_GetPtr and added corresponding
WIN_ReleasePtr. Started using it instead of WIN_FindWndPtr where we
don't need to access windows of other processes.

Made all 16<->32 HWND conversions use explicit functions instead of
implicit type casts.
Moved a lot of 16-bit functions to the new wnd16.c file.
Changed DIALOGINFO structure handling to support 32-bit handles.

Rewrote most of SendMessage/PeekMessage.
Implemented inter-process messaging.
Moved most message routines to dlls/user, and split off 16-bit
routines to a separate file.
