e92b7eed7e Store the kernel32 module handle globally to avoid some 
GetModuleHandle calls that can cause deadlocks with the loader
section.
Moved some 16-bit definitions out of kernel_private.h.

f20ce3b816 Fix MultiByteToWideChar and WideCharToMultiByte when called with code 
page CP_SYMBOL.
Remove the symbol font from the code page table, so it is not reported
as a valid/supported/installed code page.
Remove workarounds for the badly behaved MultiByteToWideChar and co.
in a few places.

a3c45689b4 Moved codepage functions to dlls/kernel. 
Changed initialisation of the locale functions so that CP_UNIXCP works
as soon as possible during kernel32 init.

62efd98687 Exit ealier from LCMapStringA in the case of LCMAP_SORTKEY. 
Don't rely on computing string length by MultiByteToWideChar in
CompareStringA, do it manually.

66e3183099 Fixed GetLocaleInfoW to handle Unicode properly and completed 
implementation.
Update win.ini and registry on startup when language changed.
More logical priority order for locale environment variables.
Implemented SetLocaleInfoW.
Moved some locale functions to kernel32.dll.
