Marcus Meissner	252b0fe099	Implemented OleLoadPicture. ... Added support for loading JPEG, Bitmap and Icons from persistant streams. Implemented JPEG support using libjpeg, added necessary configure.in options. Added IConnectionPoint style notifications to the IPicture iface.
