Split request and reply structures to make backwards compatibility

Moved many console functions to dlls/kernel, added code page support,

-> add WINE_DLL_{ROOT,PATH}, --with-wine-dlls and a '-P' option.

INSTALL_LIBRARY does not exist, use INSTALL_PROGRAM. Fix handling of

the INSTALL* variables.
Winelib applications don't need to link with X, i386, ossaudio, xpg4,
mmap, util, dl or curses. Only wine does (normally).
Remove YACC & LEX variables (Make.rules.in).
Winemaker's makefiles don't use ldconfig.
