- Add prototypes for SetClassLongPtrA/W, protect some GWL_ and GCL_
constants from using in Wine or in _WIN64 mode.
- Fix all places in Wine affected by the above changes.

"BorderWidth" value CM_C{X,Y}BORDER always returns 1.
- Point SPI_SETBORDER to "BorderWidth" under "HKCU\Control
Panel\Desktop\WindowMetrics" instead of "HKCU\Control Panel\Desktop"
to make it match Windows.
