Sleep(1) should sleep until the next kernel tick, not necessarily one
millisecond. Thanks to Henri Verbeet for pointing this out.

Application should be expected to handle spurious wakeups, which the
following implementation will give in WakeByAddressSingle(). Avoid testing
that WakeByAddressSingle() only wakes one thread.
