Tested 16->16 extensively with StarCraft. Other mixing combinations
untested but should work fine. Still kind of a work in progress,
so be warned.

Fixed the layout of handle tables so that moveable handle entries
can be freed on LocalFree().
Implemented LocalFlags(), LocalCountFree(), LocalHandleDelta() and
GetHeapSpaces().
