Fixed make install target to work even when nothing has been compiled

yet.
Added install-lib and install-dev targets to allow partial
installations; moved winemaker.man and winelauncher.in to better fit
in the new install categories.

Changed builtin dlls file names to make it clear they are not normal

Unix libraries, and install them in $libdir/wine instead of $libdir to
avoid name conflicts in /usr/lib.
