- Fixed GetSystemTimeAdjustment prototype and added it to winbase.h.
- Fixed DosDateTimeToFileTime, FileTimeToDosDateTime, LocalFileTimeToFileTime, FileTimeToLocalFileTime and SystemTimeToFileTime.
