{Get,Set}ThreadPriorityBoost and SetThreadIdealProcessor are missing

on Win95 -> use GetProcAddress.
Cleanup the handling of OpenThread.
Check SuspendThread after a thread terminates (needed by Ipix).
Remove unnecessary version checks (check for
ERROR_CALL_NOT_IMPLEMENTED and similar instead).
Cleanup casts, signed/unsigned comparisons.
