rpcrt4/tests: Mark Win 8.1 behaviour of UuidCreateSequential() as broken.
Some versions of Win 8.1 provide a randomised node ID (with the multicast bit set) but return S_OK instead of RPC_S_UUID_LOCAL_ONLY. This is despite having access to a valid MAC address. Signed-off-by: Huw Davies <huw@codeweavers.com> Signed-off-by: Alexandre Julliard <julliard@winehq.org>
