Implementation of VERSION.DLL. Based on old misc/ver.c. - Accessing PE version info resources should work correctly now. - Fixed memory leaks. - Clean separation of 16- and 32-bit parts. - Minor bugfixes.

Changed builtin dlls file names to make it clear they are not normal Unix libraries, and install them in $libdir/wine instead of $libdir to avoid name conflicts in /usr/lib.

Added rules for building import libraries in the individual dll makefiles, and added support for building a .def.a static import library too.
