Fix Savannah bug #39700.

* builds/unix/ftconfig.h: Synchronize with
`include/freetype/config/ftconfig.h'.

* builds/vms/ftconfig.h: Ditto.
Make the differences to the master `ftconfig.h' file as small as
possible for easier maintainance.
